Without naming a limit, I am to observe that should the cost of re-provision amount to £21,834, there might remain a balance of £57,000 available towards the cost of providing Barracks for the increased garrison.

Mr Secretary Stanhope desires it to be understood that the figures given in Paragraphs 16 and ... are not to be taken as Estimates; but he apprehends that their Lordships could not consider the question without some idea of the amount likely to be involved.
